The Community Health Assist Scheme (CHAS) is a Ministry of Health (MOH) scheme that helps Singapore Citizens offset the cost of care at participating GP and dental clinics near home. The subsidies available depend on your CHAS tier and the type of care you need. Pioneer Generation (PG) and Merdeka Generation (MG) cardholders can also receive additional subsidies.

Which CHAS tier do you qualify for?

Every Singapore Citizen is eligible to apply for CHAS. Your CHAS tier is based on your household monthly income per person or, for households without income, the Annual Value of your home.

Beyond your CHAS tier

Pioneer Generation and Merdeka Generation cards are separate from the income-based CHAS tiers. They are issued automatically to qualifying seniors and provide special subsidies for medical and selected dental care.

Screening and vaccination subsidies also follow their respective programme criteria and may vary according to your CHAS tier and Healthier SG enrolment.

How to apply for a CHAS card

Singapore Citizens can complete a CHAS card application online using Singpass.

  • One household member aged 21 or above can submit an application for themselves and the family members living in the same household.
  • Household information will be assessed using available government records.
  • Once your application has been processed, log in to MyCHAS to check your card tier, subsidy balance and claim limits.

Pioneer Generation and Merdeka Generation seniors receive their cards automatically and do not need to submit a separate CHAS application.

CHAS subsidies can support different healthcare needs at various stages of life, from seeing a GP when you are unwell to managing a chronic condition or receiving selected dental care. The support available depends on your card type and the programme criteria.

Subsidised care for common illnesses

Blue and Orange CHAS cardholders, Pioneer Generation (PG) and Merdeka Generation (MG) cardholders can receive subsidies for consultations at participating GP clinics. These may include visits for common illnesses such as coughs and colds, fever, headaches, diarrhoea, urinary tract infections and skin conditions. Subsidies for common illnesses are capped at 24 visits per patient each calendar year across all CHAS clinics.

Subsidised care for chronic conditions

All CHAS cardholders, including CHAS Green cardholders, may receive subsidies for conditions covered under the Chronic Disease Management Programme (CDMP).

The CDMP currently covers 23 chronic conditions, including diabetes, high blood pressure, high cholesterol, asthma and chronic kidney disease. The list will expand to 25 on 1 January 2027, when hyperthyroidism and hypothyroidism are added. Patients receiving ongoing care for either thyroid condition will then be able to receive CHAS subsidies and use MediSave for their treatment.

CHAS subsidies for the care of chronic conditions are divided into two categories:

  • Simple chronic care: A visit for one chronic condition without complications
  • Complex chronic care: A visit involving two or more chronic conditions, or one condition with complications

Your GP can advise which category applies to your care. Depending on your condition, your GP may also assess whether you would benefit from subsidised services such as diabetic foot screening, diabetic retinal photography or counselling with a nurse.

Subsidies for selected dental services

Blue and Orange CHAS cardholders, as well as Pioneer Generation and Merdeka Generation seniors, can receive subsidies for selected dental treatments at participating CHAS dental clinics, including all Healthway Dental clinics.

Depending on your card type and treatment needs, subsidies may be available for:

  • Preventive and basic dental care, including consultations, scaling, polishing, fillings and extractions
  • Selected restorative treatments, including dentures, root canal treatments and permanent crowns

The subsidy may not cover full treatment fees. Before you proceed, your dentist will explain the recommended treatment, applicable subsidy and any remaining out-of-pocket amounts you need to pay.

Using CHAS and MediSave to manage healthcare costs

CHAS and MediSave provide different forms of support.

  • CHAS provides government subsidies for eligible care, while
  • MediSave allows you to use your MediSave healthcare savings for approved healthcare expenses.

Information is accurate as of 1 September 2026. MediSave500/700 will be renamed to MediSave Chronic and Preventive Care Scheme from 1 January 2027, with revised withdrawal limits.

Using CHAS and MediSave for chronic care

CHAS and MediSave may be used together for treatment under the Chronic Disease Management Programme (CDMP). The CHAS subsidy is applied first, after which MediSave may be used towards the remaining eligible bill. A 15% cash co-payment normally applies.

Under the current MediSave500/700 scheme, the annual withdrawal limit is $500, or $700 for patients with complex chronic conditions. From 1 January 2027, these limits will increase to $700 and $1,000 respectively, and the scheme will be renamed as MediSave Chronic and Preventive Care Scheme.

Additional support for Healthier SG enrollees

If you are enrolled in Healthier SG, the usual 15% cash co-payment is waived for eligible CDMP treatment at your enrolled clinic, up to the MediSave withdrawal limit.

CHAS, PG and MG cardholders may also choose the Healthier SG Chronic Tier instead of the CHAS Chronic Tier at each visit. This option may provide greater support if you have higher medication needs or your bill exceeds the annual CHAS subsidy limits. Your doctor can advise which tier better suits your needs.

Flexi-MediSave for patients aged 60 and above

Patients aged 60 and above may use up to $400 a year under Flexi-MediSave for eligible outpatient care at participating CHAS GP clinics, polyclinics and public Specialist Outpatient Clinics.

Flexi-MediSave may also be used for eligible root canal treatments and permanent crowns at participating CHAS dental clinics and public healthcare institutions.
